The City is seeking a highly skilled and forward-thinking Project Manager to lead and deliver strategic technology initiatives that enhance service delivery, improve operational effectiveness, and support data-informed decision-making across the organization. The IT team at the City and County of Broomfield is passionate about applying their skills and talents to help the community. The Project Manager leads technology projects from initiation to close using agility, flexibility, and an end-user-centric approach to ensure high user adoption and user satisfaction. 


About Us 

The IT department is made up of 42 staff in 6 divisions (GIS, DevOps, Customer Success, Project Management, Cybersecurity, and Administration) and is responsible for guiding and governing City and County technology focused on business solutions, reliability, innovations, and customer satisfaction. The department is responsible for providing:

  • Strong leadership and vision to support the technology goals and objectives of a diverse, growing community based on solid partnerships with departments

  • Reliable and secure infrastructure 

  • Responsive and knowledgeable support for business and enterprise technology systems, network services, and desktop support services

  • Protection of the confidentiality and preservation of the integrity of the City’s data 

  • Robust and scalable telecommunications systems

  • Robust GIS environment that allows users to organize, visualize, and analyze different layers of data

Salary Range: $100,006 - $135,324/ annually

Essential Required Tasks/Examples of Duties


About You
  • Develop, maintain, and execute comprehensive project plans covering scope, schedule, budget, quality, human resources, communications, risks, and stakeholders.

  • Manage full project lifecycle, including requirements gathering, design, change management, testing, integration, implementation, and post-project evaluation.

  • Track, review, and report project progress; identify variances and implement corrective actions to ensure project objectives are achieved.

  • Identify project stakeholders and their needs, influence, and potential impact.

  • Facilitate collaboration between team members, sponsors, leadership, and other stakeholders to support informed decision-making and project success.

  • Develop and implement communication strategies to keep all parties informed and engaged throughout the project lifecycle.

  • Identify, assess, and mitigate project risks; develop response strategies to minimize negative impacts.

  • Manage organizational changes resulting from projects, ensuring adoption, buy-in, and minimal disruption to employees and operations.

  • Acquire, develop, and manage project teams, assign roles and responsibilities, and monitor performance to optimize outcomes.

  • Ensure resources are allocated effectively and team interactions are productive.

  • Collaborate with procurement and vendors to obtain, evaluate, and manage contracts and services.

  • Monitor vendor performance and ensure contracts are closed out appropriately upon project completion.

  • Ensure projects align with organizational goals, strategies, and priorities.

  • Partner with leadership to evaluate, prioritize, and recommend projects based on impact, ROI, and compliance requirements.

  • Identify opportunities to improve departmental and organization-wide operations and service delivery.

  • Conduct post-project reviews, document lessons learned, and update organizational process assets.

  • Coordinate handoffs and ensure smooth transition of responsibilities to operational teams.


Working Hours/Location

This position offers a flexible, hybrid work environment that supports both in-office and remote work. While the schedule can be adjusted to meet individual productivity needs, the Project Manager is expected to maintain reliable availability during core business hours to effectively support customers, stakeholders, and project activities.

Minimum Qualifications

Education and Experience
  • Bachelor’s degree from an accredited college or university required in Information Systems, Computer Science, Business Administration, or related specialized field - required.

  • PMP Certification or other project management certifications - preferred.

  • ITIL Foundation certification - preferred.

  • 3 years experience required in project management. 

  • 2 years experience related to the delivery of technology (IT-enabled) projects.

  • 1 year experience related to the incremental or iterative application of project management processes designed to deliver successful implementation, integration and adoption of business systems and applications.  

  • Experience managing projects involving technologies to support business process improvements.  

  • Experience managing complex and/or enterprise projects - preferred.


Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience.


NECESSARY SPECIAL REQUIREMENTS (in addition to above requirements):

New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: in-person or virtual interviews, reference checks, and background checks, which may include local police check and sex-offender registry.

If this position is required to drive a CCOB vehicle a DMV check will be required. 

  • Must possess and maintain a valid driver’s license and safe driving record for continued employment.

  • Fingerprint checks through CBI/FBI required.
