Description of Work

Recruitment Range - $110,000 to $140,000

The position is designated Statutory Exempt (EHRA) and is exempt from the State Human Resources Act.

This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work.

About the Role

In this role, you'll collaborate with fellow network engineers to design, implement, and support enterprise-wide network solutions. You'll work closely with Service Owners and Service Directors to solve complex technical challenges, developing detailed designs, technical proposals, statements of work, and implementation plans. As a key player in the lifecycle management of Networking Services, you'll often take the lead on critical projects that shape North Carolina's digital landscape.

Key Responsibilities

• Research, plan, design, test and implement enterprise and agency-specific WAN, MAN, LAN, and Wireless Enterprise Network infrastructures
• Analyze business requirements to develop technical network solutions, architectural blueprints, operational standards, and deployment guides
• Design Quality of Service based on Differentiated Service QoS model using Cisco Enterprise WAN networking technologies
• Evaluate communication needs and vendor equipment to specify methods and equipment that meet these needs
• Implement and manage large-scale networking infrastructure supporting Enterprise service offerings
• Develop operations protocols, technical management processes, training programs, and delivery assurance with focus on integrated technology solutions
• Diagnose and resolve complex network operation problems, working alongside other technical personnel
• Serve as a consultant to management regarding policies, operations, and controls for networking technologies and services

About the Division

The Network & Telephony Engineering unit is a section within the DIT Operations & Engineering Division. The Engineering domains are Network, Network Security, Identity, Telephony and Structured Cabling. The primary purpose of the org is to provide appropriate enterprise networking and telephony systems and services as needed to support the business needs of all agencies and other DIT clients. Engineering evaluates, develops, tests, acquires, builds, service life cycle management and senior tier technical support of complex, statewide, inter-agency networking, security, identity, telephony, and cabling systems. In fulfilling this responsibility, it translates the telecommunications requirements of North Carolina State Government’s agencies and institutions into enterprise and agency specific services. This group does this by designing and engineering available and emerging telecommunications technologies into services that leverage capital investments as well as share management and administrative cost. The client base includes all executive branches, judicial branch, and legislative branch agencies as well as the university system, community colleges, K-12 schools, and municipal and county governments.

Knowledge Skills and Abilities/Management Preferences

The following Management Preferences are not required, but applicants that possess these skills are preferred:

• Demonstrated ability to prepare technical specifications, design solutions, and execute best practice engineering principles in network builds, integration, testing and packaging of infrastructure solutions

• Demonstrated ability to diagnose and resolve computer network operation problems, and work with other technical personnel in situations requiring negotiations
• Demonstrated hand-on experience with ASR (Aggregation Services Routers) & ISR (Integrated Services Routers) Cisco router products and Cisco Catalyst switching products

Minimum Education and Experience

Bachelor’s degree in Computer Science or an IT related field or a closely related field from an appropriately accredited institution and three years of progressive experience in network engineering

or

Associate degree in Computer Science or an IT related field or a closely related field from an appropriately accredited institution and four years of progressive experience in network engineering

or

High School or General Educational Development (GED) diploma and seven years of experience in networking or related area; or an equivalent combination of education and experience.
